Problem: The Administrator website page would not open.
Check the Internet Information Services (IIS) Manager. On the right side make sure it is started. If it is stopped and cannot be started, then some program is blocking IIS.
Solution: Some programs such as Skype can interfere with Internet Information Services (IIS) by using internet port 80. To solve this issue with Skype specifically, turn off the setting "Use port 80 and 443 as alternatives for incoming connections" under Skype Options - Advanced Settings - Connection.
