Running the Administrator results in an error "Unable to connect to any of the specified MySQL hosts". It is most likely the MySQL service is not starting when Windows starts.
Solution: Run the Windows "Services" (Start menu -> type Services) program and look for the MySQL service. Right-click and select Properties. Change the start-up type to "Automatic (Delayed Start)".
